Master plan elements

In order to create an accurate and comprehensive document, the following components will be included in the Airport Master Plan:

Inventory of existing facilities – In order to project infrastructure demands, an inventory of existing facilities must be completed. This step examines airside and landside networks. Airside facilities include features such as runways, taxiways, aprons, aircraft parking and storage areas, airfield lighting, navigational aids, and airspace. Landside components include the airport terminal building, vehicle access, automobile parking and support facilities. Chapter 1, Inventory of Existing Facilities and all Exhibits

Projections of aviation demand – This element of the study will focus on factors that influence aviation demand, and produce projections that reflect local and national trends. Factors that can affect demand include income, employment, population, and trend patterns. The components of aviation demand to be projected include: passengers, aircraft operations, air cargo, and based aircraft. Chapter 2, Projections of Aviation Demand and all Exhibits

Demand, capacity, and facility requirements analysis – Based on the projections of aviation demand, facility requirements will be determined and compared to the existing capacity of the various airport facilities.

Alternative plan concepts – Once facility needs are determined, alternatives that meet those needs will be explored. These alternatives will be evaluated against operational, financial, environmental, and other feasibility-related criteria.

Financial plan – Identifies strategies and funding sources for proposed capital improvements. Airport improvements are typically funded using a combination of Federal grants (up to 95% of the funding can come from the Aviation Trust Fund, which is derived from fees imposed on users of the national aviation system) and local monies earned through the business operations of the Airport itself.

Airport layout plan – The updated airport layout plan (ALP) is one of the culminating elements of this planning process, as it provides the official graphic representation of the Airport's existing and proposed facilities. Once the FAA approves the ALP, certain projects may be eligible for federal grant funding.
