Space Use and Cost Comparison Study and Space Utilization Study — 129th Rescue Wing

The Space Use and Cost Comparison Study provided the Air National Guard (ANG) with a space plan for relocation of the 129th Rescue Wing (RQW) to existing facilities at Castle Airport.  The study also addressed the option of relocating the 234th CBCS from Hayward Air National Guard Station to Castle Airport.

The initial study included a 20-year comparison of operating costs at Moffett Federal Airfield and Hayward Air National Guard Station to Castle Airport.  It provided the 129th RQW and the 234th CBCS with a development concept for the potential relocation and economic analysis on which to base future decisions.

The Space Use and Cost Comparison Study was updated in January 2004.  In addition, a Space Utilization Study, completed in March 2004, provided a revised concept including Antiterrorism and Force Protection (AT/FP) considerations, a more in-depth re-use and space use plan, and an updated cost analysis.  Beddown costs were estimated at $48 million.  Cost savings of more than $160 million are estimated over a 20-year period.

The Space Use and Cost Comparison Study and subsequent Space Utilization Study involved a significant planning effort to feasibly and economically relocate a unit(s) — similar to potential studies from Base Realignment and Closure (BRAC) decisions that involve economic analysis for a government and/or military client.  Additionally this project demonstrates Mead & Hunt’s experience and competency in the planning and design necessary to meet and/or exceed the requirements and standards of our military clients.
