GeoBase Common Installation Picture Development — 115th FW, 128th ARW, and CRTC

GeoBase is a conceptual way to standardize mapping within the Department of Defense. This project developed the Common Installation Picture (CIP) at three Air National Guard facilities within Wisconsin. The development of the CIP included high precision ground surveys, extraction of digital elevation models, creation of high resolution color digital orthophotographs, and planimetric feature extraction. The CIP functions as a base map for each installation upon which mission data sets can be built.

Features of this project
  • High resolution (six-inch pixel) color orthophotographs created for the entire base capable of identifying the infrastructure and utilities throughout each base. These photographs are also useful for change detection and historic usage studies.


  • Detailed digital terrain modeling was developed, which allowed for 3D analysis, sight-line studies, viewshed determinations, and contour map generation.


  • Detailed base site planimetric features were mapped including buildings, roads, range boundaries, airfield surfaces, and recreation areas. Various scales of mapping were constructed to balance accuracy requirements with cost effectiveness.
