The Village of Howard

The Village of Howard has been experiencing a rapid increase in population.  In just 10 years, their population grew 37.2 percent.  Responding to the growth, Mead & Hunt designed a storm water management plan to create effective storm water management facilities for both existing and future developments.  The Wisconsin Department of Natural Resources (DNR) Urban Non-Point Source and Storm Water Grant Program partially funded the project.  The project features information and education to provide awareness of storm water management problems in the village, and the development of a storm water management plan.  It also features the formation of a storm water utility district to fund efforts to attain the goals of the nearby Duck, Apple, Ashwaubenon Creeks Priority Watershed Project.

The project provides an excellent example of evaluation and design for small watershed hydrology and hydraulics using GIS.  Mead & Hunt developed several storm water Best Management Practices (BMPs) to meet project water quality goals.
