ACHP Announces New Guidance on the Development of Prototype Programmatic Agreements

The Advisory Council on Historic Preservation (ACHP) has developed guidance to assist federal agencies and their preservation partners in developing Prototype Programmatic Agreements (prototype agreements).

Recently, a number of federal agencies have expressed interest in pursuing a prototype agreement, one of the several program alternatives provided in the regulations implementing the Section 106 process, “Protection of Historic Properties” (36 CFR Part 800). A prototype agreement can expedite the review of routine activities with limited potential to affect historic properties, provide for the use of a template agreement that can be readily executed to evidence Section 106 compliance, and allow the federal agency and State Historic Preservation Officer and/or the Tribal Historic Preservation Officer to execute subsequent agreements following the prototype without formal ACHP involvement. Thus, a prototype agreement can provide for predictability in costs, time, and outcomes, as well as the flexibility to address specific situations and conditions.

    Sarah, If you’ve already checked your local photo archives and the Ohio Historical Society archives, digging up those old images may be a challenge. Sometimes we’ve had success putting a call out in the local paper for residents with historic images to come to a meeting and share those images.
