Oregon Aviation Plan

OAP 2007 DRAFT REPORT

It is with great pleasure that Mead & Hunt is publishing the Draft Oregon Aviation Plan 2007 (OAP 2007) for public comment and review. This report includes three separate studies (the State Aviation System Plan, the State Aviation Master Plan, and the State Aviation Economic Impact Study) which were combined to result in the OAP 2007 document. The document includes four volumes which contain a wealth of information which address the specific needs of the combined studies and results in a comprehensive assessment of the aviation infrastructure of the state of Oregon.

Volume I is the primary document with chapters including:

Chapter 1 – Introduction
Chapter 2 – Inventory
Chapter 3 – Aviation Demand Projections
Chapter 4 – Airport Functional Roles
Chapter 5 – System Analysis and Recommendations
Chapter 6 – Special Considerations
Chapter 7 – Airport and Aviation Funding Programs
Chapter 8 – Economic Impact of Oregon Airports
Chapter 9 – Oregon Transportation Plan Compliance Statement

Volume II, Volume III, and Volume IV provide individual reports for each of the 97 study airports. These individual reports provide each airport with a general assessment of the state aviation system, while focusing on the individual needs of each airport and their aviation forecasts, as well as their individual economic impact.

One area that is still being developed is the integration of the Port of Portland economic impact study results. The Port of Portland conducted their own economic impact study for the airports under their administration (PDX, Hillsboro, Troutdale, and Mulino). The study methodology used during our study differs from that of the Port of Portland study. Consequently, we are working to create an appropriate method for presentation of the two data sources.
