What happens if the study recommends physical improvements?

Before any construction can begin, an environmental assessment would need to be conducted. This would consider potential impacts to the natural and human environment, and would follow guidelines established by the National Environmental Policy Act of 1969. During that process, the public would have yet another opportunity to review and comment on any proposed improvements.
